When the Remove Run Menu from Start Menu is applied to a user who logs on to a Windows Server 2003 computer, you expect that the NoRun registry value would:

1. Remove the Run command from the Start menu.

2. Prevent users from starting programs from Task Manager.

3. Prevent the Windows+R key combination from opening the Run dialog.

It does, but if you type hcp:// followed by the path and file nameinto the Internet Explorer Address Box, and press Open, the Help and Support Center will execute the file, because the content-linking functionality ignores the Remove Run Menu from Start Menu policy.

NOTE: This behavior may be corrected in the next service pack.
