Q: How can I prevent users from using a non-bitmapped wallpaper?

A. Active Desktop lets you easily use most formats for the background picture. When you choose a picture that isn't a bitmap, the system asks whether you want to enable Active Desktop and use the image you selected. You can use Group Policy to restrict users to bitmapped images.
Start the Microsoft Management Console (MMC) Group Policy Editor (GPE) snap-in, and load the Group Policy Object (GPO) you want.
Expand User Configuration, Administrative Templates, Desktop, Active Directory.
Double-click Allow only bitmapped wallpaper.
Select Enabled and click OK.
Close GPE.
You can also edit the registry to restrict users to bitmapped images.
Start regedit on the machine where you want to restrict users to bitmapped images.
Go to the HKEY_CURRENT_USERSoftwareMicrosoftWindowsCurrentVersionPoliciesActiveDesktop registry subkey.
From the Edit menu, select New, DWORD Value.
Enter the name NoHTMLWallPaper and press Enter.
Double-click NoHTMLWallPaper, enter 1 for the Value data, and click OK.
Close the registry editor.
