You may experience the subject behavior if you upgrade to Windows Server 2003 when Active Directory Integrated zones where created using Windows 2000.

To workaround this problem:

1. Open the DNS snap-in from the Administrative Tools folder on your Start menu.

2. In the console tree, select the applicable zone.

3. On the Action menu, press Properties.

4. Select the Security tab.

5. Press Add.

6. Type DnsAdmins and press Add and OK.

7. Select the DnsAdmins group.

8. Check Full Control for the Allow column and press Apply and OK.

9. On the File menu, press Exit.
