I explained how to grant remote access to the registry in tips 0277 (Oct. 1997) and 0840 (Nov. 1998).

"WinRegRead - Sets a READ ACE on HKEY_LOCAL_MACHINESYSTEMCurrentControlSetControlSecurePipeServersWinreg for any group or userid specified on the command line. Setting this ACE allows access to the registry for users/groups outside of the default Administrators and Backup Operators. This will allow someone other than those two groups to do remote performance monitoring on the server.
