When you encrypt a file using EFS (Encrypted File System), the encryption fails and you receive an Access is denied error. The following error is posted to the event log:

Event ID: 6019
Event Type: Error
Event Source: EFS
Event Category: None
Date: MM/DD/YYYY
Time: HH:MM:SS
User: N/AComputer:
Description: The file file name being encrypted is a special reparse file, which is not supported by this version of EFS.

One possible cause is that any file that have been stored by means of the hierarchical storage management method or by the Single Instance Store feature cannot be encrypted.

NOTE: See:

Removable Storage Manager Terms and Definitions.

How Single Instance Storage Identifies Which Volumes to Manage.
