If you use the set command in the NetShell tool (Netsh.exe) to modify the properties of an IP address, you receive:

A device attached to the system is not functioning.

If the IP address was automatically created by the system, you will experience this behavior. You can only use the set command to modify properties of IP addresses that are identified as Manual. You cannot make changes to IP addresses that are identified as Link, Public, or Temporary.
