When logged on as a domain administrator in a child domain, that is also a member of the DHCP Administrators group, you receive an 'access denied' when you try to authorize a DHCP server.

This behavior occurs because you must be a member of Enterprise Admins to authorize a DHCP server.

To workaround this issue, use an account in the parent domain that is a member of Enterprise Admins.

NOTE: If your domain is in native mode, you can add users from the child domain to Enterprise Admins.
