Q. Can I peer virtual networks that are in subscriptions that use different Azure AD instances?
A. No. While peering supports virtual networks in different subscriptions, they must use the same Azure AD instance. If they use different Azure AD instances then you cannot use virtual network peering currently and instead would need to use site-to-site VPN or ExpressRoute.
