When you open the Active Directory Users and Computers snap-in, on a Windows 2000 domain controller, you receive:

Naming information cannot be located because the specified domain either does not exist or cannot be contacted. Contact your system administrator to verify that your domain is properly configured and is currently online.

One possible cause of this problem is that the Windows Time Service, W32Time, is not started.

The Windows Time Service must be configured with Automatic start up.

To resolve the problem:

1. Administrative Tools / Services.

2. Double-click Windows Time.

3. Set the Startup type to Automatic.

4. Start the service.

NOTE: If the Startup type was Disabled, you will have to restart the server, but you may want to do it anyway.

NOTE: To perform these changes remotely, use SC and NETSVC from the Resource Kit.
